On August 25 the Members of European Commission for Democracy through Law met the Members of the RA Parties and NGOs for discussion on the draft amendments to the Constitution of Armenia. After two hours of discussion the members of political powers asked their questions to the members of the Commission who mentioned that they just express their point of view and it does not have official form.
The members were mostly interested in the terms of holding meetings, majority formation and holding elections.
In the RA National Assembly the Head of the Parliamentary Group of Armenian National Congress Levon Zurabyan asked whether they were aware what is the reason of changing the Constitution. One of the members answered that they cannot assess the inner political situation in the country: “We are here only for expressing our opinion on the Constitutional Reforms. You are your Country, your Constitution.”
Then the Head of parliamentary group of “Heritage” Rubik Hakobyan referred to the question of the majority formation. According to him, there are some unacceptable points in the Drafts of the Constitution, and that is why the Deputy was interested in which countries the majority is formulated in such a way. The member of the Commission Christoph Grabenwarter said that such a solution have San Marion and Greece: “Our issue is to have researches on other systems. We ensure the correspondence of the game rules, and the Constitution is a corpus of game rules,” underlined the specialist.
The members of the Commission concluded the meeting by mentioning that the Draft matches European standards but it is not the best experience: “We discussed a number of articles, mentioned the defects but this is only our opinion; the final decision is after you,” announced they.
