The citizen who has avoided military service can accredit any person by notary to present himself in state and local government bodies, present applications, as well as make payments. In addition, he can accredit the same person to take his military book. The parent, adopting parent, or the trustee of the citizen can also present him without any credentials (in any case, the presence of the credential is obligatory when receiving the military book).
In other words, it is not necessary for the person to come back to Armenia beforehand: he can return after the ending of the criminal persecution, taking the military accounting, and receiving the military book by an intermediary.
