Expensive carpets, documentaries, medals in the April purchases of the Prime Minister’s Office

The Prime Minister’s Office made several purchases in April, which Iravaban.net is presenting to the public.

It should be noted that the few purchases presented do not reflect the purchases made during the whole month.

Thus, on 1 April, the Prime Minister’s Office signed a contract with “Seyran Seroyan” IE, acquiring video production and photography services.

The contract states that the executor will provide the client, the Prime Minister’s staff, with a maximum of 2 documentaries, which will be made by the end of the year 2022 and will cover the work of the client’s office (film script development, video project/video recording, film editing, music design, journalistic/post-production text preparation and recording, subtitles).

For each documentary, the performer will work with the client to provide at least 3 versions of the original script, including a filming schedule, locations, and other technical details.

The films will be provided in 3 versions: English, Russian and French translations. Their duration will be at least 15 minutes and at most 30 minutes.

Filming can be done both in the regions of Armenia and in the Republic of Artsakh.

The photo services will be in the form of a maximum of 50 series of photos, professional photo sessions will be held, each of which will provide 30 processed photos. These may include current work of the Office of the High Commissioner for Diaspora Affairs, meetings of office staff, as well as meetings of the High Commissioner, and out-of-office visits (in Yerevan, regions and Artsakh). In case of filming outside Yerevan, the client will not cover the living expenses.

The Prime Minister’s Office will pay 1380000 AMD for films, 1320000 AMD for photography services, total: 2.700.000 AMD.

On 1 April, the Prime Minister’s Office signed another contract for the creation of films with “Film Industry Development” LLC.

The company is committed to producing a maximum of 106 films/blogs by the end of the year that will cover current programs. It should be noted that they refer to the Office of the High Commissioner for Diaspora Affairs. The duration of the films will be 5-8 minutes, which will also be translated with English and Russian subtitles. 30 of the films will also have a French translation.

The shooting of these films in addition to Yerevan can be done also in the regions and in Artsakh. The Prime Minister’s Office will pay 9.789.00 AMD for them.

In addition, the contract stipulates that the performer must make 19 animated videos on Armenia-Diaspora cooperation and programs, lasting 3-5 minutes.

2.403.500 AMD will be paid for these videos.

Total purchase price will be 12.192.600 AMD.

On 15 April, the Prime Minister’s Office signed a contract with Yerevan Jewellery Plant-1 “Gnomon” OJSC, by which it purchased medals. 

According to the technical description mentioned in the contract, the commemorative medal consists of a medal and a ribbon base in the colors of the RA flag. The diameter of the outer circle of the medal is 38 mm, it is made of a special alloy of copper, with proof technology and is produced by stamping. It undergoes special galvanic processing and is gilded with high-grade gold. The RA Government building is depicted in relief in a circle with a diameter of 28 mm on the front of the medal, at the bottom of which the words “PRIME MINISTER” are written in horizontal convex letters, and at the top the words “REPUBLIC OF ARMENIA” are engraved. The mentioned images are bordered on both sides with laurel wreaths. The medal is numbered by laser cutting on the reverse side and has a special fastening clip to attach to the clothes. The ribbon base is made of 24 mm wide special ribbon in colors symbolizing the RA tricolor.

Requirements for quality and color shades – The appearance of the medals must match the appearance of the design, have the same relief images and text. The colors of the medals and ribbons of the medals must be in accordance with the agreed design.

Not allowed – Distortion of images and text. Scratches, and/or other marks on the surface. The difference in size of any two medals should be no more than 0.05 mm.

Requirements for the type of preparation – To ensure the uniformity of the medals and the high accuracy of the dimensions, they are made only by stamping and using digital technologies.

A total of 50 medals were purchased, each of which cost 19.800 drams.  Purchase amounted to 990․000 AMD.

On 18 April, the Prime Minister’s Office signed a contract with “Shushan Technics” LLC, ordering boxes for medals.

The technical description states that the Prime Minister’s medal box is made of specially processed beech wood. The outer dimensions of the box are 151 mm x 151 mm x 40 mm, the upper edges are decoratively cut, the coat of arms of the Republic of Armenia with a 5 cm diameter embossed by laser engraving on the box and the words “PRIME MINISTER OF THE REPUBLIC OF ARMENIA”. The pad is 127 mm x 127 mm x 17 mm, on the upper surface of which the slot of the medal is drilled. The box is also designed to hold the medal certificate. The box is painted with Mahogany paint. The hinges used are high quality, spring type. The valve is made of brass. The inside of the box is made of dark pink velvet fabric.

60 boxes were purchased, the price of each is 18.974 AMD. The purchase to buy boxes of medals cost 1.138440 AMD.

On 20 April, an agreement was signed between the Central Bank of Armenia and the Prime Minister’s Office.

The purchase is presented as a representative expense, as a result of which carpets were purchased.

The purchase cost a total of 630000 AMD.
