The “Score” system of penalties for breaking traffic rules is a positive idea, it was also necessary taking into account the statistics and it will help to prevent offenses, but the society is now divided into two parts: some are opposed to this system, despite its pros and cons, and others see problems in legal practice. Associate Professor, PHD in Law Tamara Shakaryan, co-founder of the “Bureau of Public Law Development and Expertise” told in the interview with Iravaban.net this month.

According to her, the 9 points set for the penalty point are strict. “If we look at the international experience, we can say that in France there are 12 penalty points, 24 in Poland, 22 in Israel, 15 in Belarus and Moldova, 16 in Latvia. We can also say that in Germany there are currently 8 penalties, but initially 18 were introduced, and then 8 were fixed during the years,” the lawyer notes.

According to Tamara Shakaryan, there is no penalty for parking in Germany, and 0.5 penalty for improper parking is provided in Armenia. “In case of parking problems in Yerevan, applying a penalty if it does not impede other traffic or is not on the pedestrian crossings, but, for example, a driver parked under a taxi sign, should he be fined, although yes, it is also a violation,” she said.

The lawyer also notes that in Germany penalties apply not only to drivers, but also to pedestrians and cyclists.
