The process of early conditional release of the prisoner from serving the punishment at the penitentiary is implemented by the administration of the penitentiary on commission decision.
“As a result of their activity mass violations of human rights take place, what does this mean – that a person, the prisoner is not able to foresee his/her future, he thinks if he behaves well, he won`t be released. There is a term for early conditional release, but he can`t foresee, there are no criteria, no standards, the commission votes closely, rejects to implement the release and this without giving any explanation”, informed the NA MP Edmon Marukyan.
In his words the system of independent commissions should be totally reviewed. “At this moment the alternative choices are multiple, there should be a political will so that to review this system. There are many models”, he concluded.
