The FSB of the Russian Federation announced that the terrorists who shot people were arrested in the Bryansk region of the Russian Federation, near the border with Ukraine, and that they were on their way to Ukraine because “they have connections there.” According to Russian President Vladimir Putin, “a window was prepared to cross the border with Ukraine” for those suspected of terrorism.
