The 244th Day of the Siege of Artsakh

Artsakh has been under siege for 244 days.

There are problems with water, electricity, fuel and mobile internet in the regions as it is in Stepanaketer.

Armenia requested the UN Security Council to hold an emergency session on Artsakh. The Armenian side sent a letter to the President of the UN Security Council, in which he demanded to hold an emergency session of the UN Security Council regarding the situation in Artsakh.

The Ministry of Foreign Affairs of the Republic of Artsakh issued a statement regarding the RA government’s application to the UN Security Council with a call to convene an emergency session on the situation in Artsakh.

“We welcome the decision of the Government of the Republic of Armenia to appeal to the UN Security Council with a request to discuss the extremely difficult humanitarian situation created as a result of the illegal blockade of the Lachine Corridor for more than eight months and the inhumane siege of Artsakh.

In this regard, we consider it important to emphasize that on 8 August, the President of the Republic of Artsakh appealed to the Government of the Republic of Armenia, calling on the UN Security Council to immediately present for the discussion the humanitarian disaster in Artsakh caused by the blocking of the Lachin Corridor by Azerbaijan,” the statement said.

Let’s remind that today the Ministry of Foreign Affairs of the Republic of Artsakh responded to the article of the Russian “Kommersant“, in which the newspaper, referring to its interlocutor from the Russian state structures, informed about the proposal of the Russian Foreign Ministry to open the Aghdam road and then restore movement through the Lachin corridor.

“The Republic of Artsakh has always had and continues to have a consistent position regarding the resolution of the acute humanitarian crisis caused by the illegal blocking of the Lachin Corridor by Azerbaijan. That position is based both on the Tripartite Declaration of 9 November, 2020, paragraph 6 of which clearly provides the parameters and regulations for the operation of the Lachine Corridor, and on the principles of international humanitarian law.

In this context, any initiative that connects the use of the Lachin Corridor, even in an extremely limited mode, with other issues and alternative routes, including Aghdam, is in fact an attempt to legitimize Azerbaijan’s violation of its international obligations regarding the Lachin Corridor and the 2020 agreement signed by the President of that country and an attempt to revise the Trilateral Declaration of 9 November. Such an approach persistently proposed by Azerbaijan deliberately violates the rights of the Artsakh people and humiliates their dignity, as well as contradicts the norms of international humanitarian law and international human rights law,” the statement said.

The message spread by the Ministry of Defense of Azerbaijan about the fact that on 12 August, around 07:43 hours, the Defense Forces opened fire in the direction of the Azerbaijani positions located in the occupied territories of the Askeran region, is another misinformation. The Ministry of Defense of Artsakh denied the information spread by the Azerbaijani side.

Today, on 12 August, 10 medical patients from the “Republican Medical Center” CJSC of the Ministry of Health of the Artsakh Republic, together with persons accompanying them , were transferred to the specialized medical centers of the Republic of Armenia with the mediation and accompaniment of the International Committee of the Red Cross to receive urgent specialized medical assistance.

During the day, the Ministry of Defense of Azerbaijan spread the second misinformation. “The message of the Ministry of Defense of Azerbaijan that allegedly the units of the Defense Forces opened fire on the Azerbaijani positions located in the occupied territories of Martuni region on 12 August, around 15:00, is another misinformation.”

The Defense Army also reported that early on 12 August, Azerbaijani units opened fire on the communication infrastructure equipment of the Republic of Artsakh, and at around 2:15 p.m. on civilians doing agricultural work in the fields of Sarushen community.

There were no casualties as a result of the ceasefire violation
