On 8 February, the National Assembly gave its consent to the initiation of criminal prosecution against Seyran Ohanyan, Deputy of the “Armenia” Faction of the National Assembly, former Minister of Defense of the Republic of Armenia.

Seyran Ohanyan declared 11,500,000 AMD in 2011 when he held the position of RA Defense Minister. In that year, his income was 7,166,712 AMD, which was received from salary and pension.

In 2012, Ohanyan declared 14,000,000 AMD. His income was 7,166,712 AMD from salary and pension.

In 2013, his funds increased to 16,000,000 AMD. The amount of income and sources remained the same: 7,166,722 AMD.

In 2014, funds remained unchanged – 16 million AMD, and the income was 9,406,478 AMD, again from salary and pension.

In 2015, Seyran Ohanyan declared 18,000,000 million AMD. His income was 9,339,602 AMD.

In 2016, when terminating the position of Minister of Defense, Ohanyan declared 18,000,000 AMD and the income as of the date of terminating the position – 7,004,701 AMD.

In 2021, when Ohanyan assumed the post of the Deputy of the National Assembly, he declared:

• An individual residential house with joint ownership, which was purchased in 1991, in the village of Mrgashen, Kotayk region,
• 3 plots of land with sole ownership, which were acquired in 1991, in the village of Mrgashen, Kotayk marz,
• A plot of land with sole ownership, which was acquired in 2021, in the village of Mrgashen, Kotayk marz,
• 2,718 rubles in a bank account,
• 451,000 AMD from the received pension.

He also declared two real estates that he actually owned for more than 90 days during the given year:

• An individual residential house – Yerevan, Ajapnyak administrative district,
• A plot of land – Yerevan, Ajapnyak administrative district.

In the 2021 annual declaration, Seyran Ohanyan declared:

• An individual residential house with joint ownership, which was purchased in 1984, in the village of Mrgashen, Kotayk region,
• A plot of land with joint ownership, which was acquired in 1984, in the village of Mrgashen, Kotayk region,
• 3 plots of land with sole ownership, which were acquired in 1991, in the village of Mrgashen, Kotayk marz,
• A plot of land with sole ownership, which was acquired in 2021, in the village of Mrgashen, Kotayk marz,
• An individual residential house – Yerevan, Ajapnyak administrative district owned by him for more than 90 days:
• A plot of land in Yerevan, Ajapnyak administrative district owned by him for more than 90 days:,
• A Toyota car (2013 production)
• 8,814,190 AMD income from salary received from the National Assembly and pension from the Ministry of Defense.

The balance of principal of loans and borrowings as of 31 December, 2021 was 15,000 EUR, and 9,990 USD.

Seyran Ohanyan’s wife Ruzanna Khachatryan did not declare anything in 2011.

Her income in 2012 was 1,854,000 AMD from the wages received.

In 2013-15, the annual income was 1,698,000 AMD, which was received from salaries.

In 2021, Ruzanna Khachatryan announced that in 2009 Lexus model car, purchased on 30 December, 2009. Her income that year was:

At the end of the year, Ruzanna Khachatryan’s income was: 11,222 USD, 13,088 EUR.

Let us remind that according to the petitions submitted by the Prosecutor General to the President of the National Assembly.

• According to the factual data obtained in the first criminal proceedings, the former Minister of Defense of the Republic of Armenia, using his official position, committed particularly large-scale waste (two episodes), and also, based on other personal interests and group interests, he used his official position against the interests of the service, which negligently caused severe consequences (two episodes).
• According to the factual data obtained in the second criminal proceedings, the former Minister of Defense of the Republic of Armenia, being an official, used his official position against the interests of the service for the sake of group interests, also failed to fulfill his official duties, which inadvertently caused serious consequences, as well as embezzled in a wasteful manner particularly large properties.
• According to the factual data obtained in the third criminal proceedings, the former Minister of Defense of the Republic of Armenia squandered a particularly large amount of property.

In 1983 Seyran Ohanyan served in the Soviet troops stationed in Germany. He was the commander of a Motorized Rifle Platoon and then a Company Commander in the armed forces of the USSR. In 1988 he was transferred to the Transcaucasian Military District and was appointed the Commander of the Motorized Rifle Company of the 366th Guards Motorized Rifle Regiment of Stepanakert, then the Deputy Commander of the Battalion, and then the Commander. Since 1992, he continued his service in the Defense Army of the Republic of Artsakh. He took part in military operations in all fronts.  In December, 1992, he was appointed Chief of Staff of the NKR Self-Defense Committee.

In 1994-1998 he was the First Deputy Commander of the Defense Army. Since October 1998. He was Commander of the 5th Army Corps. In 1999-2000: Minister of Defense of the Republic of Artsakh, 2000-2007: Minister of Defense of the Republic of Artsakh-Commander of the Defense Army. In 2007-2008, First Deputy Minister of Defense of the General Staff of the RA Armed Forces.

In 2008-2016, he held the position of the RA Defense Minister. On 20 June, 2021, he was elected a member of the National Assembly on the nationwide electoral list of the “Armenia” Alliance of Parties.

In 1999, Seyran Ohanyan was awarded the highest title “Hero of Artsakh” and the “Golden Eagle” medal.
