President of the Constitutional Court Hrayr Tovmasyan has declared 3 Apartments, 2 Houses, 3 Land Plots, a Garage and about 65 million AMD and 60 thousand USD Loans

Hrayr Tovmasyan, the President of the Constitutional Court of the Republic of Armenia, has been working in the judicial system since 1996, when he worked as Leading Specialist of the Legal Consulting Service of the Constitutional Court of the Republic of Armenia. About 22 years later, in 2018, he returned to the Constitutional Court, as the President. Iravaban.net has published an article stating that he was appointed to this position in violation of the Constitution.

Hrayr  Tovmasyan was the Justice Minister in the period of 17 December, 2010 to 30 April, 2014.

In the declaration on property and income submitted to the Commission on Ethics of High-Ranking Officials of Armenia in 2011 in this post he mentioned.

  • 2 apartments, one of which was purchased for 60 million 532 thousand drams, and the other was alienated for 37 million AMD,
  • 750 EUROs,
  • 70,000 USD.

His income was 7,491,866 AMD. This has been derived from four sources: wages, other income, and borrowing.

In 2012  Hrayr Tovmasyan’s funds grew to 16.780.000 AMD, 70.000 USD and 6.750 EUROs.

Income amounted to AMD 7,501,898, received from 4 sources, salaries and other income.

In 2013, his funds slightly decreased and amounted to 15.400.000 AMD, 65 thousand USD and 5.000 EUROs.

The income amounted to AMD 4,731,083, received from 3 sources, interest received from loan.

From 26 May, 2014 to 18 May, 2016, Hrayr Tovmasyan was the Chief of Staff, Secretary General of the National Assembly of the Republic of Armenia.

In 2014, he sold the apartment for 60.175.000 AMD. In the same fiscal year he gave and received a loan of 50,000 USD. His funds totaled to 100,000,000 AMD and 58,000 USD. The income amounted to 66,013,000 AMD, which was received from the sale of the apartment, the loan interest and 3 salaries.

In 2015, Hrayr Tovmasyan’s funds amounted to 90,000,000 AMD and 55,000 USD. The income amounted to 6.918.080 AMD, which was received from two salaries.

In 2016   his funds  decreased to 85,000,000 AMD and $ 50,000USD, and the income was 6,918,000 AMD, which again was received from two salaries.

On 2 April 2017, Hrayr Tovmasyan was elected Deputy of the National Assembly from the national electoral list (RPA)

The property of Hrayr Tovmasyan, who has already become a deputy, has sharply increased. He declared:

  • 3 apartments,
  • 2 individual dwelling houses,
  • a garage.

His funds amounted to 80,000,000 AMD and 47,000 USD. The income amounted to 4.235.000 AMD, which was received from two salaries.

From the annual declaration of 2017, it becomes clear that he had acquired three land plots. His funds amounted to 70,000,000 AMD and 45,000 USD. The income amounted to 7.075.000 AMD, which was received from two salaries.

In 2018, he assumed the office of the President of the Constitutional Court. He declared a 60,000 USD loan at the end of the fiscal year. His funds amounted to 25,000,000 AMD and 65,000 USD. The income amounted to 8,809,867 AMD, received from 3 sources, interest of loan.

  • In 2011, she declared $ 32,000.
  • In 2012 she handed over as a loan and received an interest of 1,500 USD.
  • In 2013, her funds totaled to 33,500 USD and her income made 1,500 USD.
  • In 2014, she handed over 30,000 USD as a loan that received an interest of 700 USD.
  • In 2015, Lamara Khudaverdyan funds decreased to 25,000 USD.
  • In 2016 her funds decreased to 20,000 USD.
  • In 2017 she declared 8,500,000 AMD.
  • In 2018 her funds amounted to 7.100.000 AMD.

Hrayr Tovmasyan’s daughter, Mary Tovmasyan , did not mention anything in her declarations for 2012, 2013, 2014 .

In 2017 she declared 815,671 AMD, which was received from two salaries.

His second daughter,  Gohar Tovmasyan, presented declarations for 2014, 2017, 2018 in which nothing was mentioned.

Nothing is mentioned in the declarations of Hrayr Tovmasyan’s son Vardan Tovmasyan for 2017 and 2018.

Notably., Iravaban.net has conducted an investigation of the fact that  Hrayr  Tovmasyan has been appointed as a judge of the Constitutional Court by violation of the Constitution.

Hrayr Tovmasyan was born on 8 July, 1970 in the village of Darakert in Ararat Marz.

  • 1977-1988 – Attended Darakert High School.
  • 1988 – 1990 – Served in the Soviet Army. Currently Reserve Major.
