A working group has been established to elaborate the New Elector Code. The group includes the Chief of Staff of the National Assembly Hrayr Tovmasyan, Minister of Justice Arpine Hovhannisyan and Minister – Chief of RA Government Staff David Harutyunyan.
In reply to one of the journalist’s remark, which said that the place where the working group should work is the Presidential Residence, Hrayr Tovmasyan said that there is nothing like that, and the they work for example in Hrayr Tovmasyan’s office, and that there was not any meeting at the Presidents’ Residence.
Hrayr Tovmasyan answered jokingly in reply to the question why so few professionals were involved in the working group saying, “There are several things when it is sid it is not so good to be many during it. One is when eating scrambled eggs, the other while writing a law.”
According to the Minister of Justice the best Electoral Code should raise the citizens confidence in these processes, “It must raise confidence among the participants of the electoral process, so that the elector’s vote is fully counted until the end. The main issue in the electoral process is confidence towards that process, and the Code should ensure this,” Mr. Tovmasyan said.
Under the new approach, when a person comes to the polling station, his ID card should be entered and his face will appear on the monitor. “In this case, if an ID card is entered, and the person is not mentioned in the voters’ list then a red light will br lit and he will not be allowed to vote. If a person tries to vote the second time, then there will be some other signal, the police will be called and the citizen will be taken out,” Mr. Tovmayan said.
During the conversation the Justice Minister said that the new law is only being developed and just at the moment nothing could be said about the draft.
