A Criminal Case was not brought regarding the Question of “Recruitment” of a Journalist by a National Security Service Officer

Last year, in summer a member of «Heritage» bureau, journalist Hrayr Manukyan announced that Vlad Hakobyan, who introduced himself as a National Security Service employer tried to «recruit» him during several meetings, offering to collaborate with the National Security Service. But after hearing the refusal he threatened that it would have negative consequences both for him and for «Heritage» Party.

After the incident, on June 8 Hrayr applied to the Public Prosecutor’s Office, reporting the crime. He also attached to the application the secret recording of his conversations with Vlad, the person who presented himself as a National Security Service Officer, and the recording was published and spread in the internet.

Robert Revazyan, the advocate of Hrayr Manukyan, told iravaban.net that a written statement had been received from the National Security organs of the Public Prosecutor’s Office and the administration that deals with cyber crimes, which proved that the report had not had any marks of a crime.

The decision of rejecting of bringing a criminal case has been appealed in the court, and the First Instance Court denied the appeal, explaining that the report only includes the assumptions of Hrayr Manukyan, and there is no information about a crime that includes some specific marks, that is being prepared, or is already committed, which is a necessary condition for considering the presented information as a report about a crime.

Robert Revazyan also mentioned that the decision of the First Instance Court will be appealed in the Court of Appeal, but there is no news yet about accepting the case or appointing a session.
