Regulatory Guillotine has worked Efficiently: a Number of Bureaucratic Obstacles were deleted from the Legal Documents

Legislative regulations should promote the trust of citizens towards the state. Trust may be created by extracting odd conditions and requirements to pay duties. Armen Yeghiazaryan, Director of State Agency National Centre for Legislative Regulation Project Implementation Unit at the Government Staff of the Republic of Armenia told the journalists.

Let us note that PIU was established by the 2011 Government Decree N 1462-N and its main aim is to reduce and simplify the complicated and bureaucratic regulations for citizens.

Today the center started the training project «Evaluation of Effect of Legislative Regulation» together with the company «Alphaplus consulting» for more the 80 civil servers.

”Preliminary reckonings show that the first stage of the project has been economically efficient. The continuation of the second stage may lead to more tangible economical results  and will ensure a lower level of legislative regulations’ expenses for business environment and citizens,’ -said Chief Advisor of the RA President Aram Gharibyan introducing the agenda of legislative regulations in Armenia.

Speaking about the activity of the center Armen Yeghizaryan told that the first stage of the project, revision of current legal acts, which is mostly known as the regulatory guillotine, will end in July 2015.  Then the new stage will begin evaluation of effect of legislative regulation, before offering new legal initiatives, so that not to overload the legal field with complicated legal acts and bureaucratic obstacles, as it happened in some other countries.

Alexander Poghosyan, director of the company “Alphaplus compulsory» implementing monitoring and evaluation of the effect of the project regulatory guillotine attached importance to the participation of the civil servants in the project, mentioning: ”Involvement of experienced international advisers, application of the international experience, strengthening the skills of national center workers is crucially important, but the efficient transfer of knowledge and skills  to the relevant staff of ministries and departments is also very important on the assumption of the fact that they are the responsible bodies of main implementation of those reforms.”

Further the key speaker of the training project, expert from Ireland Edward Donelan introduced the international study of the regulation management, rebounding the processing of policy, planning of laws and improvement of bills, as well as the state government and its reforms. He mentioned that Armenia was the first among the countries where the regulatory guillotine was implemented. Usually reforms of this kind do not pass easily and face inertia, even an explicit resistance.

After the completion pf project organized for the civil servants, the trainings will continue for two more days in the National Center of Legislative Regulations for the experts of the center. During these days E. Donelan will introduce to the participants’ attention the current best international practices of legislative reforms, creation of new legal acts, examples of reduction of administrations as well as with reduction of expenses and models of measuring them.

The three-days consultation will be followed by another training designed for the civil servants (16-23 April), which will be conducted by the trained experts of regulatory guillotine.
