In the interview to “MK” Member of the Public Council of the RF Defense Ministry, Valentina Melnikova referred to the case of the brutal murder in Gyumri, where the soldier of the Russian 102nd Military base Valeri Permyakov was involved as a defendant.
“Nothing like this on the Russian base in Armenia has ever occurred,” she said. “Earlier – somewhere from 2009 to 2013 – everything was quiet – no complaints from soldiers or their mothers were heard. But, as you know, service atmosphere, the climate in the regiment depends on the commander. And somewhere, since the end of 2013, began complaints from this military unit are heard quite often. I cannot say that they were massive, but still they were. Complaints mainly refer to the fact that the military personnel take away money from the soldiers, humiliated them or do not send them in time to the hospital for treatment. Notably all soldiers who applied to us for help did not accuse their colleagues, or the command of the regiment, but namely the junior officers. We had to handle these cases to the military prosecutor. In particular, it concerns obtaining money, and then such violations stopped.”
Permyakov’s tendency to hide real information about himself was also revealed. For example, on his page in the social network, he indicated that he studied at night school 17 city of Chita, but the director of the institution categorically denied. Lyudmila Vonsonovich said she did not remember a student with that name; but just to be sure she looked at the files in the database on all students of the school and did not find Permjakov among them. It turned out that Valery Permiakov was from the village Duldurg of Trans-Baikal Territory, and was drafted from the town Baley of Chita region. The town also has a night school.
