Constitutional Reforms are not directed at the reproduction of power, announced former president of the RA National Assembly Tigran Torosyan. “To my mind, it is more important to try to transfer the process onto a professional platform, as without it any procedure will largely lose its importance and can turn into a simple political struggle. That`s what happens in Armenia right now”, stated Mr. Torosyan, marking the importance of expert analysis of Constitutional Reforms.
Referring to the RA Constitution, Former President of the RA National Assembly said that in 2005 the Constitutional Reforms had essential importance for the country, but the parties did not comprehend the Constitution after all. “They did not understand that the main means of coming to power are the Parliamentary elections, and not Presidential ones. We constantly speak about presidential elections, but a President without a majority at the National Assembly will act with limited competences. Our parties do not understand this, and it is not a coincidence that some of them take part only in presidential elections”, concluded Mr. Torosyan.
