Later, a forensic medical examination was appointed, which was completed in May. However it was mentioned in the conclusion that the illness was compatible with detention,” the defense attorney said.

Gayane Papoyan notes that it is said in the same conclusion that a permanent Implantable cardioverter defibrillator insertion of the heart is necessary.

“That insertion has not been done yet, why, because now his heart has grown considerably, that is, his heart is working at about 20 percent. Installing the device is very problematic, it may contain certain risks. That app might not work, etc. There are many circumstances. During this time, his condition has become much worse. In particular, on 13 June, the head of the relevant department and the doctor of the convicts’ hospital unit of the Penitentiary Medicine Center SNOC issued letters and references, where it is literally written that the condition is assessed as serious, life-threatening. I took those letters and references to the court on 14 June, it was the court hearing on the extension of detention, presided over by Manvel Shahverdyan,” she said.

The defender mentioned that the detained person was not able to attend the court session of 14 June because he was feeling bad, an ambulance was called and he was treated right in the courtyard.

“The ambulance arrived and recorded that the patient was very bad. The doctor injected magnesium as well, which is not allowed, even though they could not bring him to conscious in any other way. They need to take him back for tests to see how badly the magnesium has affected him. In short, he is in a very extreme condition. Judge Shahverdyan came and said: we are extending the detention for two months, in the conditions where there were no grounds for detention at all. A few days passed and ” Hospital for the Convicted ” reported that the detainee’s condition has been very serious for three days. Basically, they do not even know what they can do. We have to take him to a civil hospital to install that device within the framework of the state order, but it is a device that will not be changed in the future, and will remain as long as the person will live. It should be noted that Hayk Melkonyan has been in custody for 4 months. The defender submitted a motion to replace the arrest with house arrest with combined bail, which was not granted.
