How would you rate your Service on a Scale of 1 to 5 Points: Levon Yeranosyan exercised his right to remain Silent

On 12 March, Judge Vardges Sargsyan presided over the hearing on the case of former Chief of Police Vladimir Gasparyan, his former Deputy Levon Yeranosyan, Head of the Police Internal Audit Department Vardan Tunyan and Commander of Police Unit Gurgen Grigoryan.

According to Iravaban.net , Gasparyan’s defenders Erik Aleksanyan and Alexander Kochubaev did not appear at the session. Lawyer Ani Badikyan represented the interests of the latter.

During the court session, Colonel Gurgen Grigoryan, the Commander of the Military Unit of the Police Forces, was questioned. First Public Prosecutor Tigran Yenokyan, asked questions to the defendant.

According to the case materials, Head of the Internal Audit Department of the Police, Vardan Tunyan, asked Yeranosyan to accept his acquaintance Vahram Nazaryan to serve in the police forces. The mentioned person was hired, but did not show up for duty. Instead, he performed the duties of Tunyan’s driver. In this case, the state suffered a particularly large loss in the amount of 7 million 954 thousand AMD, as a result of which, through negligence, serious consequences were caused.

To the Prosecutor’s question whether he had known Vahram Ghazaryan before, Grigoryan answered negatively. “I served in the army for a long time; I served in the military institute. Many people know me, but I cannot remember them all. Thousands like Ghazaryan Vahram can know me. I saw him once in the military unit.”

The judge inquired, while being the commander of the troops, had Grigoryan suddenly discovered Ghazaryan’s failure to show up for duty, the latter answered. “No, when Ghazaryan’s order came, I sent him the belongings that he had to accept, and when I learned about his non-appearance, I immediately reported to Lieutenant General Yeranosyan. A little later, I learned that Ghazaryan was assigned to us, in the N military unit, but he continues to serve in another unit.”

– You reported that he did not show up for duty, and then you instructed your subordinates to find Ghazaryan as soon as possible so that he would come to the military unit for duty. Did you have anything else to do?

-Nothing:

– Has there been a second such case during your service, the person was in the personnel list of the N military unit, there is an order, that he works somewhere else for example as an assistant to the late Ghanzadyan in Gasparyan’s bodyguard unit?

Grigoryan noted that there was no such incident.

– When the internal audit department carried out inspections in the military unit, did Tunyan participate in those inspections?

– He did not appear in person, but we toured the rear and other places together.

– And, did it appear during the inspection that he was continuously absent?

– It was always written “in the business trip” before the name and second name.

– That is, if the employees of the internal audit were not negligent in their work, they could have noticed that there was no order for business trip.

Grigoryan agreed.

The judge noted that despite these circumstances, the work of the given military unit was evaluated as excellent in the end. To the judge’s question, does the defendant accept his guilt, Grigoryan answered that he does not.

After that Levon Yeranosyan was to be interrogated. He decided to exercise his right to remain silent. Judge Vardges Sargsyan reminded that exercising the right to remain silent cannot be used against Yeranosyan, but decided to voice his questions.

– How would you rate your service on a scale of 1 to 5 points?

– The time will come, I will answer.

– Did you know Vladimir Gasparyan’s family?

– I am not going to answer any questions today.

– Was the nature of your service regulated, did you show up at the right time every day?

– I do not want to answer.

– When you showed up for duty every day, didn’t you see that Yulia Gasparyan was not coming to duty, and if you did, why did you not take any action?

– I do not want to answer.

Notably, in 2015, Gasparyan appointed his daughter Yulia Gasparyan to the post of senior officer of the Operational Department of the Headquarters of the Police Forces, but the latter never showed up for service. Moreover, she was absent from the Republic of Armenia without reports and orders. During the mentioned 3 years, Yeranosyan not only did not take preventive measures, but with the help of Gegham Hovhannisyan, the Head of the Financial Department of the Police, Yulia Gasparyan was paid a monthly salary. According to the general calculation of vacations, bonuses and salaries, about 8 million 838 thousand AMD were paid to the daughter of the Head of Police. In addition, Yeranosyan was well aware that Yulia Gasparyan could not be awarded the military rank of lieutenant colonel if she remained in the position of senior officer of the Operational Department of the Headquarters of the Police Forces, and in 2018 instructed to organize the process of appointing Yulia Gasparyan to a higher position.

After the end of the process, the judge said that the lawyer Alexander Kochubaev informed through a phone call that he had motions to present and asked to postpone the session.

The petitions will be examined during the next court session, on 19 March.
