Toivo Klaar, EU special representative for the South Caucasus and crisis in Georgia, made a post on his Twitter microblog, referring to the meeting of the foreign ministers of Armenia and Azerbaijan. He specifically noted:

“Important meeting yesterday between Armenian and Azerbaijani foreign Ministers in Washington. It is encouraging that Ararat Mirzoyan and Jeyhun Bayramov are engaged in a substantive process of negotiations for a bilateral peace treaty.”
