At today’s sitting of the National Assembly, in the second reading, the draft laws related to the Constitutional Law “On Making Amendments to the Constitutional Law Judicial Code of the Republic of Armenia” were fully adopted.
The laws envisage five main changes. A new Administrative Chamber will be established in the Court of Cassation, as a result of which two separate chambers will function instead of a Civil and Administrative Chamber. A new Anti-Corruption Chamber will be established in the Court, with the composition of the investigation of corruption crimes and the examination of anti-corruption civil cases. The establishment of the Chamber will ensure the specialized, more efficient and shorter examination of these cases in the highest court.
New mechanisms will be introduced to supplement the lists of candidates for judges and candidates to be promoted. The Supreme Judicial Council will fill the list of candidates either with a definite number of vacancies, if they are predictable or without limiting the number of vacancies, to have a permanent list of candidates, and in case of an unpredictable vacancy, to fill it quickly.
Persons with 8 years of professional experience in the last 10 years and 10 years of professional experience in the last 12 years will also have the opportunity to be included in the list of judges to be promoted to be appointed judges of the Courts of Appeal and the Court of Cassation.
