Nikol Pashinyan on setting up a Commission of Inquiry to investigate the Circumstances of the War

In an interview with Public TV, Prime Minister Nikol Pashinyan mentioned that after the 9 November trilateral statement, the ceasefire regime was violated every day. He said that there were only about 5-6 days that the ceasefire regime had not been violated.

“The ceasefire is being violated on a daily basis in Artsakh. Last week we had 1-2 days in Artsakh when the ceasefire violations were zero, but by and large the ceasefire is violated every day on the Armenian-Azerbaijani border,” the Prime Minister said.

He noted that there are no concrete agreements on demarcation and delimitation.

Speaking about the maps and reprinted maps, the Prime Minister said that the reprinted maps are not identical, because there was a tradition during the Soviet Union, for example, on the occasion of an anniversary of the Communist Party, the fraternal republics presented territories to each other.

“Our preliminary studies show that it happened mainly on the principle of reciprocity, and now it is very possible to understand those legal bases. By saying map we do not mean a drawing written on paper, we mean its legal justification, because the map has no meaning without legal justification,” said Nikol Pashinyan.

Referring to the culprits and the consequences after the war, the Prime Minister mentioned that there are about a thousand criminal cases initiated with episodes of the war.

“There are about 40 accused people, there are detainees, the number is approaching a dozen, and I think there will be cases that will be sent to court. We have had fundamental problems in the field of army building; I think those problems refer to all of us. The army is in the stage of reforms. We are determined to implement those reforms. Our goal is to establish a professional army in Armenia,” the Prime Minister said.

According to him, the agenda of peace is not about attacking Armenia, and the country preaching peace instead, that agenda is about Armenia trying to open a peaceful era for the region.

The Prime Minister referred to the rally expected on 8 November, “Many of the potential participants in that rally, when they were in power, had an agenda to improve relations with Turkey, made attempts, took actions. In other words, were they promoting the agenda of Turkification at that time? As for Nagorno Karabakh, we noted that we plan to resolve this issue through the mediation of the OSCE Minsk Group Co-Chairs. “

He mentioned that they are working tirelessly to return the Armenian prisoners of war.

Regarding the establishment of a Commission of Inquiry to investigate the Circumstances of the War, the Prime Minister said that it has been created in practice.

“Why hasn’t it been created so far, because, first of all, not all of the opposition deputies have applied for permission to deal with top-secret state materials? There is a process provided by law for this purpose. You know that we have an agreement that the extra-parliamentary forces and representatives of the victims and the relatives of the missing must involve. There is no such procedure under the current law. Now options are being considered on how to involve them with their consent,” Prime Minister Nikol Pashinyan said.

He mentioned that the issue of army building should also be examined.

“After I was elected Prime Minister, there was not a single case when the army said, ‘We need something,’ and we say, ‘You know there is no money to provide that.’ The so-speculated SU-30s are proof of that. I want the Commission of Inquiry to study the whole negotiation process, starting from 1994. There is no problem, let them examine our actions first,” the Prime Minister said.
