On 18 October, Nikol Pashinyan convened a meeting in Goris with the participation of community leaders and suggested that we move to self-defense. At that time, General Artak Davtyan was appointed Syunik Defense Coordinator. The mayor of Kapan Gorg Parsyan said this during the working discussion at the National Assembly.

“We quickly organized ourselves and started self-defense in our settlements. I say self-organized because, unfortunately, at that time we were completely alone, we did not have the support of the Government or other spheres. At that time, we received instructions from General Davtyan to occupy favorable positions for us, both on the borders of the Republic of Armenia and beyond, because it was very important for the security of our settlements. Naturally, we chose the area that was somewhat far from our area to provide a safety zone. Hot battles took place in Kapan, Davit Bek and other places. There were casualties, but we did not retreat a meter, preserving the positions,” the Mayor said.

According to Gevorg Parsyan, the first point of the trilateral statement signed on 9 November stated that the Armenian and Azerbaijani shall remain where they are, they have remained in the same place, ensuring the security of their settlements. Very unexpectedly, on the morning of 17 December, the Ministry of Defense issued an order to leave our positions and cross the borders of the Republic of Armenia, which in fact caused serious problems for the people of Kapan, which has been raised many times. Occupying positions at the RA border, now the enemy is located 100 meters away from the residential area of ​​Syunik, 1 km away from the residential area of ​​Kapan city. They become a serious target for the enemy.”
