A new program will be adopted for citizens of Artsakh who are deprived of housing: Pashinyan

The Minister of Labor and Social Affairs Mesrop Arakelyan presented at the government sitting what assistance is provided to the people of Artsakh, noting the two programs already adopted.

According to him, queues have formed to receive financial assistance under the first program, according to which the citizens affected by the war can receive 68,000 drams in assistance. The Minister mentioned that this program envisages providing assistance to about 94 thousand citizens.

Prime Minister Nikol Pashinyan mentioned that a new program will be adopted in the near future for the citizens of Artsakh deprived of housing.

Notably, according to the first program already adopted, one-time financial assistance will be provided to the citizens of Artsakh de facto displaced by the war, who are actually in the Republic of Armenia and have Artsakh registration.

The amount of support for each person will be in the amount of the minimum salary – 68,000 drams each. Children will be supported if the parent or one of the parent is considered a beneficiary of this program.

If a citizen registered in Artsakh receives a pension in the Republic of Armenia or benefits for old age, disability, loss of a breadwinner or receives a pension in Artsakh, the one-time financial support will be equal to the minimum wage of a positive difference between the pension or benefits received by the citizen in October 2020.

If the citizen does not have real estate in the Republic of Armenia with the right of ownership (including share), additional assistance in the amount of 15,000 AMD will be provided.

All citizens registered in Artsakh can apply for assistance, except for the cases when the citizen received a salary from the state or community budget of Artsakh in October.

The beneficiary is not the citizen who received a salary or other equivalent income in the Republic of Armenia from 1 January to 30 September, 2020 or was registered here as a sole proprietor.

Men between the ages of 18 and 58 are not eligible to apply, except for people with 1st or 2nd group disabilities.

The financial support will be provided in cash through “Haypost”.

The e-applications for support will be accepted from 23 November, and we will inform you in more detail about the procedure for their submission in the coming days.

The assistance will be provided even if the citizen has already returned to Artsakh.

According to the second program: Citizens registered in the communities that have passed under the control of the Republic of Azerbaijan will receive a one-time assistance of 300 thousand drams.

The program is available to citizens who have actually lived there for at least the last 3 months before 27 September, 2020.

The program will be implemented with funds donated by the “Hayastan” All-Armenian Fund to the Government of the Republic of Armenia.
