In her opinion life in comparison with work has a tendency to finish. With this approach she tries to balance everything allocating time to job, family, friends and relatives.

The first interlocutor of“The Notaries of Armenia” project of Iravaban.net is the notary of Kentron Territorial Notary office of the RA, Marine Manukyan.
Personal data
Marine Manukyan was born on 16th of July, 1976 in Gyumri.
In 1993 graduated from Yerevan N 4 school after Gorki.
Since 1996 she worked as a specialist in the chamber of marriage of the Civilian Status Registration territorial department of the RA Ministry of Justice.
In 1998 worked in Erebuni Civilian Status Registration regional department as a deputy chief.
In 1998 graduated from the department of Law of the University of Economy and Law and received a diploma with honor from 2006 State Examination Committee.
In 2000 was appointed as a chief of Yerevan Special Service of Civilian Status Registration regional department.
On November 15, 2004 with the order of the RA Ministry of Justice was appointed as the notary of Kentron Territorial Notary Office.
Marine Manukyan is marred, has three children.
-Till now you have worked in different work places. Was there a workplace where you worked with more pleasure?
– Let me mention that I started working from my years at the university, from the second year. Then I was working as aspecialist in the chamber of marriage of the Civilian Status Registration territorial department of the RA Ministry of Justice. Every work place has its pleasant and difficult periods. I think there is no need to compare them. I can only mention that in every work place I directly communicated with citizens. The most important thing is that I have worked with pleasure.
-How is the daily routine of a notary?
-It passes unnoticed. Hard work doesn’t allow noticing how the time passes. Only at the end of the day I notice that one more day passed. Sometimes I even do not have time to rest but I perceive that life despite work has a tendency to finish.
-What do you prioritize in communication with citizens?
-People with different traits of character, behavior and mentality visit our office. One of the characteristics of the notary is to be able to communicate with the citizens individually. I am happy when I can help the citizens. Helping does not only mean to do the citizen’s demand and to ratify the deal butalso to give good advice, address and explain. Here the psychological skillsgained during the long period of activities of a notary assist. People come to notaries in different moods: sometimes excited or sometimes happy. Sometimes it turns out that the citizen was obliged to come to the Notary office.
– Are there many couples coming formarriage contracts?
-Not so many. Marriage contracts are mainly signed by foreign citizens. For example, when the marriage contract is betweenan Armenian or a foreigner. And the contracts mainly refer to real estate and the responsibilities and rights of the parents in bringing up their children.
-What interesting events can you recall from your practical experience?
-Recently I was verifying a loan agreement. I said that if a part is married then his wife must be present in the Notary Office. The part looked at me frustrated and said that he is not married. Then he added, “May I bring my girlfriend with me?”
I was going to verify a bargain concerning a legal entity. It was the time for signing. I asked beforehand whether the entity has a stamp with him. He told me that he hadn’t taken it with him but he could bring in 10 minutes. After a while he came with a woman and emphasizing her said, “Here she is”
-Deputy Minister Aram Orbelyan said during the discussion about the draft of the RA law on Notary Offices that due to reforms they are going to achieve a condition when people will stop thinking, “This is simply a Notary document” Did you come across such cases when people approached you with the same logic?
-This kind of approach is mainly related to people’s low level of legal awareness. Even after a long explanation of law requirements the citizen persists claiming “It is just a stamp, couldn’t you put it and let me go”. This viewpoint is perhaps as a result of citizen’s misunderstanding the extent of work that is carried out by the Notary before verifying a bargain. The nub of the matter is citizens should perceive that the Notary has more missions than simply putting a stamp.
It must be noted that the reforms of recent years in Notary system are evident. Notably, I would like to emphasizethe membership of our Notary system to International Union of Latin Notaries, clarification of the amount of tariffs for the services of Notary, installation of cash registers. At the same time, due to increase of employments the queues in notary offices have degraded. I would like to pay special attention to recent vigorous activities of the Notary Chamber, the activities of the Ministry of Justice to invest electronic management system of Notary which is aimed to ensure “one desk” principle for the citizens.
-Let’s pass from work to your family. What is more important for you in bringing up children?
-First of all it is necessary to give children endless love and care. I have tried to teach my childrento be honest and patriots. My eldest son’s name is Tigran. My mother gave that name to him and always tells him that she had chosen that name in honor of king Tigran the Greatest and when he grew up he should take back the Mount Ararat. He is impressed by his grandmother’s encouragement to do anything beneficial for his motherland. The Mount Ararat is very well seen from the road to “Haghtanak” park and when my son was small every time we were passing through that road he used to say, “When I grow up, I will take back my Mount Ararat” And once when we were on the same road he suddenly started crying. When I asked the reason he said, “My mount is not there, Turkish people took it and I haven’t managed to take it back”. I looked at the mountain and saw that fog had blurred it. (smiles-N.H)
Once he also asked about the number of Turkish people and added, “Mom, how many children should I have when I grow up to have equal number of population?”
My oldest son, Davit, is calmer. His interests are completely different. He has a good voice and attends singing classes.
My children study at French school. They are striving to bring up individuals and make them more independent thinkers. I think attending a French school does not contradict patriotism. There is only one motherland. There is no difference whofills you with that love. French teacher can teach right patriotism as well.
-How did Marine Manukyan spend her childhood?
-I was born in Gyumri where we moved to due to my father’s working activities. When we recall our childhood a smile appears on our faces. I had a calm character. My favorite hobby was drawing. By the way, I like to draw now as well. Mainly I prefer drawing flowers, the Sun….My children took my last pictures to school.
-And what was your biggest dream in your childhood?
-My biggest dream that I had and have it now as well is to help my relatives in achieving their dreams.
-In the film “Mechanism of Happiness” one of the heroes says “Happiness is when you see others happy”. So is it the same about you?
-Yes, it is. I think it is impossible to be happy or unhappy all the time. But you should try to present happy moments to others. Happiness is perceived differently depending on a personality. The idea that you and your relatives wake up healthy in the morning, it already means that you are happier than thousands of other people.
-Do you often tell your relatives that they are valuable people for you?
-I say it in my mind nearly every day. I have prefect relatives, and I am very lucky to have good friends.
-Is there anything in your past that you would like to change?
-I think, no. There are both victories and mistakes in every one’s past and it is impossible to livewithout them. Those who haven’t made mistakes, I may say, never did anything. In my estimation, you should accept your mistakes, take experience and look forward.
During the interview the staff entered the office of Marine Manukyan with work issues. The notary was answering the questions with smile and in a friendly tone. During the interview with me she was monitoring the activities of the staff through the monitor in her room. She was worried about the citizens to get services without queues…Everything is under control even during the interview.
