According to the Government Decision of N 411-N:
In cases of the loss of Identification card, as well as for exchanging the identification card with expired validity, until the provision of new Identity card, any citizen of Republic of Armenia is provided temporary certificate by Police Passport and Visa Department of RA or by the regional passport services of the registration area.
In cases of the loss of Identification card, as well as for exchanging the identification card with expired validity, until the provision of new Identity card, citizen should submit application and two color photos in 35 x 45 mm size personally or with the help of his representative to the Police Passport and Visa Department of RA or the regional passport services of the registration area. To get a temporary certificate with the help of representative, the copies of the representative’s passport and document confirming his power are attached to the application.
Prisoners, for short terms leaving, submit the certificate and its copy allowing short term leaving given by penitentiary department. The original certificate is returned to the citizen, after comparing with its copy. The officer of Police Passport and Visa Department of RA or the regional passport service of the registration area who accepts the application signs on the reverse side of the application and marks his position, name and surname, date of acceptance of the document. A temporary certificate is provided to citizen immediately after the submission of the above mentioned documents.
The temporary certificate is provided for 15 working days of validity period, except the cases, when a citizen prescribed by the law, has signed a contract for getting or exchanging Identification card. Prisoners, received short-term leaving, are provided with the temporary certificate with the period of mentioned in the permission document.
