RA National Assembly deputies Hovhannes Margaryan, Heghine Bisharyan, Levon Dokholyan and Mher Shahgeldyan have presented a Draft Law on “Making Amendments to The RA Code of Administrative Violations”.
According to the deputies, the necessity to adopt the draft adoption is conditioned by the reduction of the fine amounts for minor violations of road traffic rules, taking into account the socio-economic situation of people.
The RA Minister of Justice Arpine Hovhannisyan will present the Government’s opinion on this draft law during tomorrow’s session of the executive.
The opinion notes that prior to defining the amounts of fines they had studied the international practice, as well as took into account the statistical data, strict criteria were set. It is mentioned that their presence enabled a more detailed legal regulation of the sector. Whereas according to the government, the opinion lacks statistical data, appropriate analysis and other criteria that may justify the draft. Accordingly, the Ministry has concluded that the need of reducing the amounts of fine is not properly grounded in the draft.
Based on these circumstances, the RA Government is against the adoption of the mentioned draft, and proposes the authors of the legislative initiative to refrain from discussing the draft at the current stage.
Notably, this is not the first time when the Ministry of Justice considers groundless the efforts of the deputies to reduce the amount of fines through legislative amendments.
Previously, the Government session on September 10 did not approve the draft represented by another deputy Nikol Pashinyan. The draft suggested that certain distinction be made when defining fines for violations of traffic rules, and the amount of the fine for socially less secured drivers be reduced by 50%.
