Today, at the questions and answers session at the national Assembly, MP Heghine Bisharyan mentioned that many citizens do not receive the decisions on administrative penalty but they receive notifications from CES.
Arpine Hovhannisyan, the RA Minister of Justice replied to the question informing that the issue currently is being studied.
“The problem you raised refers to the problem of the so called amnesty, which was adopted in December 2014. Currently you raise an issue which is in our focus. Currently we carry out studies that will allow understanding why the citizens did not receive notifications. The notification system is maintained and carried out by the police first and then by the CES. We have already regulated the notification system handled by the police. As for the CES notifications we shall understand to which penalties they refer,” Arpine Hovhannisyan said.
According to the Minister the speech is about then penalties that the drivers should have paid till December 2014. Then it is necessary to carry out inventory and understand whether it is a problem of technical nature or not, and then decide how to solve them.
In conclusion, the minister stressed that resolution of the issue of notification of the drivers is considered in the framework of the development of the new Code of Administrative Offenses.
