Pashinyan about the border situation, the work of Russian peacekeepers, and concerns about it

During the Government Session on 4 August, Prime Minister Nikol Pashinyan first addressed the tense border situation in Artsakh. He made a number of statements.

Pashinyan spoke about the concerns of the public regarding the work of Russian peacekeepers, provocations of Azerbaijan, assumed obligations, the Lachin Corridor, the possibility of Azerbaijani traffic through the territory of Armenia.

“There are 3 clearly recorded facts under which the President of Azerbaijan has signed: Nagorno-Karabakh exists, there is a contact line, there should be a guaranteed connection between Armenia and Nagorno-Karabakh through the Lachin Corridor, which should be under the control of Russian peacekeepers.

These 3 realities must be protected. Currently, the goal of Azerbaijan, I mean the goal of the escalation, is to eliminate these 3 realities, but it is not possible to eliminate these 3 realities, because it is recorded with the signature of the President of Azerbaijan, the President of Russia and the Prime Minister of Armenia. This is essentially an international obligation undertaken by the Russian Federation, the Republic of Armenia and Azerbaijan. We should be guided by these realities,” Nikol Pashinyan said.

He also appealed to the heads of the RA NSS and SRC, publicly announcing to ensure the opportunity defined by the trilateral statement of 9 November, 2020, also in the areas of Ijevan, Noyemberyan, Vardenis, Sisian. “Let the Azerbaijanis say where they want to cross, in accordance with the procedure established by RA legislation: passport control, customs control and of course traffic safety, which with the support of our Russian partners we can and are ready and will provide all that, we have no doubt about it.”

According to the Prime Minister, according to all points of the agreements of 9 November, 2020, Armenia implements a policy of conducting constructive negotiations in order to establish and strengthen peace in the region.

“Azerbaijan is making a lot of noise today that Armenia has assumed obligations under the 9 November statement. Yes, we made commitments and fulfilled all the commitments we made, I emphasize, all the commitments.

Azerbaijan must fulfill its three obligations.

  1. Accept the existence of the Nagorno-Karabakh unit recorded with the signature of the President of Azerbaijan,
  2. Must respect the presence of a line of contact in Nagorno Karabakh,
  3. Should respect the existence of the Lachin Corridor, which is the most important institution ensuring the connection of Nagorno-Karabakh with Armenia.

He himself says that Armenia undertook obligations with the trilateral declaration, yes, we undertook and fulfilled them, Azerbaijan is obliged to settle these realities recorded by its signature, if not, then we should include in our agenda the launch of international mechanisms aimed at respecting the obligations assumed by our own signature, so that Azerbaijan respects the obligations assumed by its signature through the activation of international mechanisms”.
