On 18 December 2013, Knarik H. warned with a call at RA Police Kotayk Division on the fact that on the same day an unknown person opened one of the locks of the entrance door of the apartment belonging to her with an adjusted key, but failed to open the other lock breaking the adjusted key in the kernel of the lock.
By checks of RA Police Headquarters it has been ascertained that the officials of Police Kotayk Division did not register the indicated incident pursuant to the procedure defined by law in the crime register, but by the materials prepared on the warning call by reason of absence of crime incident a conclusion was drawn up and the materials were not respectively proceeded, as a result of which a seeming considerable damage was caused to Knarik H.’s rights and lawful interests.
On the incident a criminal case was instituted at RA Investigation Committee Abovyan Town Investigation Division pursuant to features of point 1.1, part 3, Article 34-177 and part 1, Article 308 of RA Criminal Code.
Subsequently, the part of abusing one’s official powers was separated from the criminal case and sent to the Special Investigation Service for investigation.
