On 5 March, the General Meeting of the RA Judges chose the best judges and courts of the RA. The Judicial Department of RA informs that Aghasi Darbinyan, Judge of the Administrative Court of the RA, naira Grigoryan, Judge of the Court of General Jurisdiction of Armavir marz, Yerem Yesoyan Judge of the Court of General Jurisdiction of Erebuni and Nubarashen Administrative Districts, Napoleon Ohanyan, Judge of the Court of General Jurisdiction of Syunik marz, Mesrop Makyan, Judge of Court off General Jurisdiction of Kentron and Nork-Marash Administrative Districts, were recognized the best judges. The best courts of the year are the First Instance Courts of General Jurisdiction of Syunik and Armavir marzes.
Based on the 24 February 2015 Decision No. 10 L, the Council of Courts’ Chairmen had formed a commission headed by the Chairman of the RA Court of Cassation for the selection of the best judges of 2014. The commission was composed of the Chairmen of the Chambers of the RA Cassation Court and the Chairmen of the Courts of Appeal. The Commission had to carry out corresponding studies and provide opinion on the matter. The Commission had established the criteria for the selection of “The Best Judge” and “The Best Court”. The main criteria for determining the nominees were:
1.Number of the investigated cases,
2.Number of the appealed, annulled or changed cases,
3.Maintenance of reasonable terms for the investigation of cases,
4.Participation of the judges in the training courses, seminars and other events,
5.Discipline,
6.Profound complaint-applications against the judge,
7.Profound media publications about the judge,
8.Initiation of proceedings in the RA Council of Justice and Ethics Committee of RA Council of Courts and their process,
9.Conduct and authority of the judge,
10.Staff’s treatment towards the judge
The awards “The Best Judge of the Year” and “TheBest Court of the Year” were established by the decision of the General Meeting of the RA judges on 19 February 2009 and are awarded on annual basis..
