The discussion of the Draft Law on “the Formation of the New Anti-Corruption Council,” which was approved by the Government was held in the “Media Center”. Varuzhan Hoktanyan, Director of “Transparency International” Anti-Corruption Center, Tevan Poghosyan, MP, member of “Heritage” Parliamentary Faction and Marat Atovmyan, Director of Yerevan Anti-Corruption Center, Board Member of the Armenian Young Lawyers Association NGO.
Marat Atovmyan, the Director of Yerevan Anti-Corruption Center, thinks that there is no sense of establishing anti-corruption institutions in Armenia, which “as life had shown do not work.”
According to Marat Atovmyan, the Government at this time considers that this model is more effective. The executive thinks, “Let it work for a few years, then we shall see if it would not justify itself then we shall seek for a new solution.” “However, we must not spend time on experiments. More precisely professional discussions should be organized. There is no sense of establishing similar bodies, as practice had shown that they are not effective. We should just take real steps towards eradicating corruption. If an anti-corruption body is created, it must be independent, such as the Human Rights defender’s Office,” he concluded.
Summing up the discussion, the speakers expressed opinion that real positive progress in fight against corruption in Armenia may be recorded if there is ssystematic approach towards the problem and the appropriate political will.
