“Dear compatriots,
I congratulate you on the occasion of Constitution Day.
July 5 marks one of the most significant holidays of our new statehood through which we express our dedication to the values and ideals established in the Fundamental Law of the Republic of Armenia.
The important mission of our Constitution is to ensure public solidarity, which we can’t achieve without unconditional respect for the rule of law and constitutional rights. Here we must confess that we have problems. It is evident that the democratic values proclaimed by the Constitution, including, regardless of any attribute, the principle of rule of law, should lie at the core of the solution to the current discrepancies in society and the state.
Only through effective relations with civil society can the country truly become democratic and build a civilized system in which liberty and social order will be fully balanced. All of us, all layers of society are responsible for public solidarity, and it is the duty of each of us to combine efforts to eliminate the current split between the proclaimed values and the reality as soon as possible. On this road, the Constitution, its letter and spirit are the most reliable base for us.
Once again, I congratulate us all with the firm conviction that our Constitution has yet to serve several generations of citizens of Armenia by continuing to be the most reputable document that regulates our state, public, political and social lives.”
