May be the details of the Law on Accumulative Pensions should have been provided to the public attention earlier than they were provided. Nerses Yeritsyan, deputy Chairman of the Central Bank answered to the question of Arevik Petrosyan, Judge of the Constitutional Court of the RA.
The judge asked whether the atmosphere of distrust and uncertainty connected with introduction of this new pension system was associated with the improper notification by the Central Bank or some inappropriate actions occurred with regard to awareness.
“The system design is made in such a way so that to be able to learn to swim gradually when you are already in the water and bring the system to the place,” Nerses Yeritsyan said in the manner of the well-known joke.
According to him, the Central Bank had realized awareness by visiting the employers and accountants; however the practice showed that the awareness not always was enough.
