The decision to declare 24 March as a Day of Nationwide Mourning was announced by Russian President Vladimir Putin in a special message yesterday. He called what happened in the Moscow region “bloody, barbaric terrorism” and promised that the perpetrators, organizers and those who ordered the crime will receive a fair and inevitable punishment.
Only the president has the right to declare a day of mourning in Russia. On this day, national flags are lowered, and cultural institutions are advised to cancel entertainment events. TV channels refrain from advertising and entertainment programs.
