Artsakh has been under siege for 261 days.
On 30 August, trucks loaded with humanitarian aid sent to Artsakh by the French capital Paris and a number of major regions of the country moved from Yerevan to Kornidzor to go to Artsakh from there. However, Azerbaijan has blocked the entry of humanitarian aid to Artsakh.
Anne Hidalgo, the Mayor of Paris, in particular said in her speech, “We came here to testify and express our support and friendship. Our message is clear and simple: respect international law. The population of Artsakh is under blockade against their will, and this blockade is carried out in violation of international law, the tripartite statement of 2020. And since you have to speak using very clear and appropriate words, the words are very simple: what is happening in Artsakh today is like genocide.”
On 29 August, it was announced that the European Court of Human Rights rejected Armenia’s request for a new interim measure against Azerbaijan regarding Vagif Khachatryan’s case.
At the same time, the Court noted in its decision that the decision to apply an interim measure applied on 29 September, 2020 and extended on 3 November of the same year, by virtue of which Azerbaijan undertakes to fulfill its convention obligations, remains in force. The European Court also obliged Azerbaijan to inform about the general condition of Vagif Khachatryan and the ongoing criminal proceedings.
Azerbaijan has blocked all kinds of cargo and humanitarian transportation to Artsakh for about four months.
The 360 tons of humanitarian aid which Armenia sent on 26 July is still in Kornidzor.
On 22 February, the International Court published the decision regarding the request submitted by Armenia and stated: “Since 12 December, the connection through the Lachin Corridor has been disrupted; the supply of food, medicine and other necessary goods to Nagorno Karabakh has been hindered, which can cause irreparable damage.
“The Court considers that it is necessary to apply a temporary measure and court records that Azerbaijan is obliged to take the measures that depend on it to ensure the uninterrupted movement of people and goods in both directions through the Lachin Corridor.”
It was noted that the court’s decision came into force from the moment of its publication.
However, the fact is that the road is still closed.
Due to the lack of international pressure on Azerbaijan, the Armenians of Artsakh are facing a humanitarian disaster. The appeals of the international community have been ignored by the leadership of Azerbaijan until now.
Fundamental human rights have been violated for 260 days, and international organizations and states are silent.
Due to the terrorist behavior of the Azerbaijani side, the villages of Shushi region are completely cut off from the capital of Artsakh and other settlements.
It should be noted that the Governing Board of the CSO Anti-Corruption Coalition of Armeniaalso made a statement. “This blockade, under the guise of environmentalism, pursues the realization of the corrupt ambitions of the despotic leadership of Azerbaijan to seize the most important assets of Artsakh’s economy.”
