A primary health care doctor does not register a resident who has chosen him and applied for registration, if:

1) the maximum number of residents served by the PHC doctor has been completed;

2) the documents submitted by the resident do not meet the requirements set forth in this order;

3) if, due to the distance between the PHC institution and the resident’s place of permanent residence, the PHC doctor cannot provide the following medical care services: home visits and anti-epidemic control.
