“Dressed in military uniform and in the presence of military personnel, Azerbaijani President Aliyev announced in his threatening and aggressive speech on November 8 that Sisian, Goris, Kapan and other Armenian cities are in their sights.
Armenia understands what this means. It is a blatant act of terrorism against the civilian population,” Pashinyan wrote.
