The Ministry of Territorial Administration and Infrastructure of the Artsakh Republic has issued a statement stating:

“Dear compatriots,

Cellular communication failures are due to the fact that the enemy drowns out the frequencies. We are taking steps to resolve the issue through negotiations. We urge to refrain from unnecessary speculation,” the statement reads.
