Since 27 September, the Azerbaijani armed forces have targeted more than 120 civilian settlements in the Artsakh Republic, resulting in the destruction or damage of numerous infrastructures and private property. In particular, according to preliminary data, more than 5,800 privately owned real estate (houses, shops, etc.), more than 520 cars, about 960 infrastructure, public and industrial facilities were seriously damaged.

The report states that the casualties and injuries were reported as a result of the use of prohibited weapons and methods. Azerbaijan widely uses heavy and wide-range missiles and aircraft against the civilian population, some of which are of a cluster nature. During this period, Azerbaijan deliberately and targeted struck the vital civilian infrastructure of Stepanakert and other settlements, which is a serious war crime, deepening the humanitarian catastrophe in Artsakh.
