The State of Emergency in Armenia has been extended once more

At the 12 June cabinet meeting, the Government made a decision to extend the state of emergency in Armenia until 5 p.m., 13J uly, 2020..

The Minister of Justice Rustam Badasyan presented the issue to the members of the executive.

The justification of the decision states that taking into account that the new emergency situation in the Republic of Armenia due to the new coronavirus disease (COVID-19, hereinafter referred to as “infection” continues to threaten the life and health of the population, and can lead to violation of normal living conditions;

Based on the fact that the circumstances that were bases for  the declaration of a state of emergency on 16 March, 2020, have not yet been eliminated, as evidenced by the 15281 cases of coronavirus disease as of 12 June, 2020, of which 5,639 were recovered, and 258 deaths, as well as the fact that the further spread of the infection in the Republic of Armenia and the increase in the number of cases of infection continue to threaten people’s lives and health.\;

Considering that such a state of emergency continues to be a direct threat to the constitutional order, endangering the component of the social order defined by Article 1 of the Constitution of the Republic of Armenia, and taking into account the constitutional status of a person as the highest value defined by Article 3 of the Constitution of the Republic of Armenia, which obliges the state to take continuous measures to protect the life and health of individuals;

Based on the fact that Part 2 of Article 5 of the Law on the Legal Regime of the State of Emergency authorizes the Government of the Republic of Armenia to extend the term of the state of emergency if the circumstances that were the bases for the declaration of a state of emergency have not been eliminated until the end of the state of emergency;

And being guided by Article 76, and Part 1 of Article 120 of the Constitution of the Republic of Armenia and Articles 1, 3, 4, 5, 7 and 8 of the Law on the Legal Regime of the State of Emergency, the RA Government decided,

‘The state of emergency declared on 16 March 2020 and extended until 13 June, will be extended for 30 days until 5 p.m., 13 July, 2020.”

the imperative requirement to set a list of countries with a tense epidemiological situation, leaving it to the Minister of Health to determine according to the situation has also been lifted. In contrast to the existing regulation, when the decision of the Commandant to define the territories where the organization, holding and participation of public events is prohibited, the decision proposes to extend the ban to the whole territory of the Republic of Armenia, and the Commandant can make exceptions to this ban. It also clarifies the possibility of restricting the activities of certain economic entities in case of detection or suspicion of infection in their employees.
