Minister of Labor and Social Affairs Zahuhi Batoyan proposes to amend the government’s decision.

The draft proposes to provide a current interim solution within the framework of social assistance reforms, with the approach of ensuring a smooth transition to full systemic changes already underway.

Given the still high level of poverty, the negative dynamics of income inequality, the impact of the current program on the (mostly extreme) poverty level (poverty rate of 2.6 percentage points higher, and extreme poverty of 1% instead of 3.6%, would be open to family and social benefits) It is proposed that the number and size of benefits provided by the state budget for 2020 is kept unchanged, including allowances for children. To achieve this, it is proposed to set a family unit and social benefit allowance threshold 28.00 for 2020. According to the analysis, 11354 families will have the right to benefits, 962 new families become beneficiaries.

With the proposed change, as well as other changes made in 2019, especially not to be left out of the benefits system for seasonal work, it is foreseen that the number of families using the program will reach 98763 during the year 2020 given the possibilities of “Benefit +” program.
