An unsanctioned building is a dwelling house, other structure, construction, or other immovable property made on a land parcel not allocated for these purposes by the procedure established by a statute and other legal acts or made without receipt of the necessary permissions thereto or with substantial violation of city planning and construction norms and rules.

Construction of unsanctioned buildings by the individuals which lack land tenure rights on the land plot which is owned by the state or the communities on ownership right:

 

 
– imposes a penalty at 400-fold amount of the minimal salary.

 

 
Retaining such activity after imposing the penalty:

 

– imposes a penalty at 2500-fold amount of the minimal salary.
