An unsanctioned building is a dwelling house, other structure, construction, or other immovable property made on a land parcel not allocated for these purposes by the procedure established by a statute and other legal acts or made without receipt of the necessary permissions thereto or with substantial violation of city planning and construction norms and rules.
 
Building of unsanctioned buildings and constructions on the land that belongs to the individuals on ownership right or the right to use, as well as construction of adjacent structures in dwelling houses or adjacent to them, except for the cases when the house is built on the homestead land in the rural communities:

 
– imposes a penalty at 200-fold amount of the minimal salary.

 
Construction of unsanctioned building on the homestead land in the rural communities:
 
– imposes a penalty at 100-fold amount of the minimal salary.

 
Construction of unsanctioned buildings by the individuals which lack land tenure rights on the land plot which is owned by the state or the communities on ownership right:

 
– imposes a penalty at 400-fold amount of the minimal salary.

 
Retaining such activity after imposing the penalty:

– imposes a penalty at 2500-fold amount of the minimal salary.
