On 8 December Government session, the executive shall provide a negative opinion on the Draft Law on making Amendments in the RA Code on Administrative Offences presented as an initiative by MPs Elinar Vardanyan, Vahe Hovhannisyan, and Stepan Margaryan.
There is such a conclusion in the agenda, which Arpine Hovhannisyan, Minister of Justice of the RA will presented the opinion.
MPs offered to reduce the fine of 5000 AMD provided in article 124.7 of the Administrative Offences Code of the Republic of Armenia, for the motor vehicle or trailer for failure to pay municipal taxes for paid parking-fee established and to establish the fine of 1000 AMD instead. The justification, which is attached to the draft states that the recommendation is based on the fact that the current regulation under the conditions of the rates approved by the decision of the Council of Elders of Yerevan City and results in results in a disproportionately large responsibility for that offense.,
According to the ministry, the reduction in the proposed size of the sanction could lead to an increase in the number of offenses subject to debate, as well as preventive and educational function of the content. While determining the amount of the fine it is necessary to consider the possible losses of the costs as well as the administration implementation costs.
Based on the above said as well as other legal acts, the Government shall be against this draft.
