According to George Gyozalyan, if a driver is subjected to administrative penalty, it can pursue only one purpose, to prevent future violations; administrative penalties should not ever aim to fill the budget. In his words, in Armenia we are intended to fill the budget and as an example he brings the fact when a person is driving fast; it is his handwriting, and he has much money, then he can afford himself paying 10, 20 and 30 thousand drams and continue driving in the same way, and the government will not take steps to deprive that person, this means, you can always drive fast, pay and continue.
Therefore, he considers that there is not such a policy here; at the same time he does not agree to reduce administrative fines in widespread way as there is a class in Armenia that looks down on the law and do not care about the amount of fines, they will pay and go on driving. If the amount of fines is reduced, at least, these people will make more violations and the problem will remain unsolved. On the other hand, there is another class that brings their product from village to Yerevan on their cars. This is a serious problem and should be balanced. He also mentioned that the issues of sending for extra classes or depriving the drivers are not solved.
