“Why are You So Sad as You say that the USSR is gone?”: Prime Minister’s Funny and Serious Questions to the Members of the Government

Deputy Chief of the State Property Management Department adjacent to the RA Government Ashot Markosyan presented a draft suggesting that the military towns be consigned to the Ministry of Defense. That property was consigned to the state by Agroholding Armenia LLC.

Prime Minister Hovik Abrahamyan asked what kind of property it was, and Mr Markosyan replied that it is specified in the appendix, “In general, it’s real estate, and it is specified in detail in the appendix, for example: checkpoints, warehouses, military dormitories, barracks, stadiums, headquarters.”

“When was the property consigned to the state budget,” asked the Prime Minister. The official replied that it happened in 2013. Hovik Abrahamyan asked, “Then why are doing that now, what were you doing in those two years?” The answer was that they had been carrying out evaluation. The PM replied, “You were evaluating for two years, so how much is the warehouse worth, please explain to me what’s the point of it? If you were supposed to consign it to the defense, then why are you procrastinating?” In response to the PM’s observation, Ashot Markosyan said that the property had not been used. The Prime Minister did not pay attention to further clarifications and approved the draft.

Apart from that, a funny situation arose today, during the following presentation. Head of the National Center for Legislative Regulation Armen Eghiazaryan suggested in his draft that the RA Government’s decision of 15 November 1994 “On the Approval of the Order of Usage and Payment of the Authors of the Inventions Protected by Former USSR Copyright Certificates Valid in the RA Territory and Industrial Patterns Protected by Former USSR Certificates” be revoked.

“As the USSR does not exist anymore, I propose to revoke this decision,” said Mr Eghiazaryan and the Prime Minister responded jokingly, “Why are you so sad as you say that it does not exist?” Mr Eghiazaryan replied, “Well, I am an old man, Mr Prime Minister.”
