Today, the NA continued the discussion on the approval of the referendum on the constitutional amendments initiated by the President of the RA. In reply to the question of one of the MPs, whether it is possible to submit individual provisions of the draft constitution to referendum, Vardan Poghosyan, member of the Experts Committee on Constitutional Reforms adjacent to the RA President said that it is virtually impossible to implement.
“It is impossible to submit individual provisions of the Draft constitution to a referendum. The law and the mere logic do not allow it. There is an organic relationship in the Constitution and it may be broken if we submit it to referendum individually. The Constitution is a single document, and in case if changes are proposed in Constitution then they comprise a complete package.”
Further he referred to the provision of armed forces and mentioned that the authors of the Draft had shown a differentiated approach with regard to the peace and wartime, “In war time, referring to the de jure situation of war.”
