Constitution is not a Magic Wand: Discussions in the NA

“Constitution is not a magic wand, which can solve in a moment all the problems emerged in the country,” Vardan Poghosyan, member of the Experts Committee on Constitutional Reforms adjacent to the RA President said at the National Assembly today.

“The Constitution is a document that creates guarantees for the improvement of social and economic situation in the country. However it cannot guarantee this itself. If you ask what hindered the current Constitution to eliminate the poverty, social injustice, etc., we can formulate the question just in the contrary, as how it contributed to elimination of the problems. Doesn’t the Constitution exist to regulate the public relations? Hasn’t the current Constitution have any role in the emergence of those negative occurrences? Constitution’s objective is regulation of those relations. If it does not regulate and allows such occurrences, then it does not fulfill its role. In other words, this is the gist.”

He also stressed that the draft is aimed at more effective governance, which the existing Constitution does not allow. “If we talk about balancing the power system, then the Constitutional reforms are intended to create a more balanced system so that not to give a chance for the vicious occurrences to dissolve the roots, but to provide opportunity to eliminate it lawfully.”
