Based on the report filed by Tigran M., a prisoner of “Vanadzor” Criminal-Executive Institution of the Ministry of Justice of the Republic of Armenia, a criminal case was instituted based on the materials prepared in the Special Investigation Service of the Republic of Armenia in accordance with Paragraph 2 of Part 3 of Article 311 of the Criminal Code of the Republic of Armenia.
Tigran M., a prisoner of “Vanadzor” Criminal-Executive Institution reported that while working in Lori Regional Department of the Nature Protection State Inspectorate of the Ministry of Nature Protection of the Republic of Armenia from March 2010 till May 2013 during the fulfillment of his official duties he was informed by the Director of Dsegh Forest Management Vahe K, Forest Managers Garik P., Samvel V. and Tovma M. that each year “Hayantar” SNCO granted to Dsegh Forest Management a license for cutting 5000m3 wood for sanitation and transitional cuttings, but a more quantity of wood was cut and sold by the Forest Managers.
After the illegal cuttings the driver of each car in charge of transporting the wood paid law-forbidden money to the Forest Managers.
The Forest Managers gave a part of the above money to the Heads of the Departments of Lori Regional Administration of the Police of the Republic of Armenia, through the administrative districts of which the cars transporting the wood passed.
A prisoner Tigran M. noted that the remaining sum of money was distributed among the Forest Managers and the Forest Management Director, whereas the Heads of the Police Departments gave a part of the money out of their due parts to the Chief of Lori Regional Administration of the Police and the Regional Prosecutor.
A preliminary investigation is under way.
