The intelligence services have ruled out the possibility that Ukraine or ISIL were involved in the terrorist attack, a source close to the operational headquarters told Important Stories.
However, the security forces have not yet come to a conclusion about who could be behind the attack.
The creation of an operational headquarters in connection with the terrorist attack was announced by the Governor of the Moscow Region, Andrei Vorobyov, 49 minutes after the shooting began. It includes representatives of all law enforcement agencies.
