Iravaban.net regularly presents information on declarations of property and income of officials. This time we present information on the property and declaration of Srbuhi Galyan Deputy Prosecutor General of the Republic of Armenia coordinating the field of functions aimed at confiscation of property of illicit origin and her husband.
Srbuhi Galyan has been holding this position since 1 September, 2020. Before that, from July 2019 to 31 August, 2020, she held the position of RA Deputy Minister of Justice.
In 2019, while assuming the position of RA Deputy Minister of Justice, Galyan declared:
- an apartment – joint ownership, in Yerevan, in the Center, bought in 2017,
- an individual residential house – jointly ownership, in Dilijan, Tavush region, bought in 2015,
- 2,400,000 AMD,
- USD 2,000
- 9,251,400 AMD income from salaries and loans.
In the annual declaration 2019, she mentioned the loan of 39,160,520 AMD given to “ADDRESS” LLC. It should be noted that according to the information published on the website of the Company, “Address Construction” is a development and construction company operating in Armenia, involved in the construction of multi-functional residential buildings (Yerevan, Kanaker-Zeytun administrative district).
Therefore, Srbuhi Galyan bought a new apartment.
Her funds in the bank account amounted to 683,583 AMD, in cash – 1,600 USD, and 50,000 AMD.
Her income from 8 different sources was 9,978,712 AMD and 725 EUR. The total amount of loans received from six different banks was AMD 43,711,468.
In 2020, when she already held the position of Deputy Prosecutor General of the RA, coordinating the field of functions aimed at confiscation of property of illicit origin, Srbuhi Galyan declared:
747,746 AMD in a bank account, 2,000 USD and 2 million AMD in cash, she received 11,587,081 AMD as salary from 4 different sources. She received money from the Ministry of Finance in the amount of 3.3 million AMD marked as “other income”. It is not mentioned what kind of income we are talking about.
Galyan took another loan of 1,518,000 AMD as well.
At the end of the tax year, the existing loan amounted to AMD 39,160,520.
In 2021, Srbuhi Galyan declared another real estate, a plot of land, jointly owned, in Dilijan, Tavush region, bought in 2015.
Her funds in the bank account amounted to 654,524 AMD, in cash – 1,200,000 AMD and 3,000 USD. Her income from salary was 13,146,156 AMD. In 2021, she received an amount of 3,510,416 AMD from the Ministry of Finance as “other income”.
The balance of the principal amount of received loans as of 31 December of the reporting year was 34,965,025 AMD and 600,493 AMD.
She also noted that she made a payment of 4,785,302 AMD aimed at repaying the loan.
In 2022, Srbuhi Galyan declared the purchase of the apartment mentioned in the declaration for 2019.
She spent 14,513,918 AMD for the repair of real estate.
In 2022, she alienated the jointly owned apartment in Yerevan, Kentron administrative district, for 93,840,000 AMD.
During the mentioned year, Srbuhi Galyan actually possessed the individual residential house located in Erebuni administrative district in Yerevan for more than 90 days.
Her funds in bank accounts amounted to 24,121,670 AMD, and in cash – 1,704,000 AMD.
The income amounted to 23,872,318 AMD, from the salary received, income from other civil law contracts and other income received from SRC.
Srbuhi Galyan declared that the principal balance of the loan received in 2022 was AMD 1,577,101. She paid AMD 5,921,650 to repay the loan.
Srbuhi Galyan’s husband, Petros Mkryan, submitted declarations in 2019 and 2020.
In 2019, he declared:
- a plot of land – sole ownership, in Yerevan, in the center, bought in 2016,
- a garage – sole ownership, in Yerevan, in the Center, bought in 2018,
- an apartment – sole ownership, in Yerevan, in the Center, bought in 2018,
- an apartment – joint ownership, in Yerevan, in the Center, bought in 2017,
- an apartment – joint ownership, in Yerevan, in the Center, bought in 2019, from “Loginvest” CJSC, AMD 117,600,000,
- an apartment – joint ownership, in Yerevan, in the Center, bought in 2019, from “Loginvest” CJSC, 206,400,000 AMD,
- a JEEP car, 2004 production, bought in 2014,
- 19,580 AMD in a bank account,
- USD120,833 in bank account
- 2,400,000 AMD in cash,
- USD 2,000 in cash.
Petros Mkryan also declared the existing securities, received loans and received incomes in 2019.
It should be noted that he has given quite large loans to several companies, one of which is in the amount of 272 million AMD.
According to the data obtained from the State register by Iravaban.net, Petros Mkryan is the owner of these companies. This is also confirmed by the data presented in the declaration.
In 2020, the official’s husband declared the above-mentioned real estates, except for the jointly owned apartment bought in 2019 in Yerevan, Kentron district.
From the income presented at the end of the year, it becomes clear that he alienated the property for 124 million AMD.
He also sold a JEEP Grand Cherokee car for AMD 300,000.
Petros Mkryan’s funds amounted to 317,000 AMD in a bank account, 3,500,000 AMD in cash, and 9,500 USD in cash. Incomes were received from salaries: 4,199,490 AMD, and from the Ministry of Finance as “other income” – 1,745,037 AMD. He also took a loan in the amount of AMD 2,500,000.
Mkryan’s shareholding in one of the companies was changed, in particular, decreasing from 50 percent to 29.41 percent.
In 2020, Petros Mkryan also gave loans. One of them, again, was quite a large amount: 230 million AMD. Unlike other loans, this one was given not to a company, but to a person, Edgar Titisyan.
Iravaban.net revealed that Edgar Titisyan is currently the owner of the “Alliance Consulting” Company, which belonged to Hovhannes Hovsepyan, the former chairman of the SRC, the former Head of the supervisory service of the RA President.
According to press reports, Petros Mkryan’s father, Simon Mkryan, was the driver of Hovhannes Hovsepyan, and Petros himself was the bodyguard. This information has not been publicly denied by them.
According to the information received from the state register, the share was transferred from Hovhannes Hovsepyan to Edgar Titizyan in 2011.
The other company with Edgar Titizyan’s participation belongs to the co-owner of “Alliance” Company, Vahe Petrosyan.
Edgar Titizyan owns another company, “GM VI Shuttle” LLC. It should also be noted that in 2004 Titizyan was 20 years old.
Based on all this, an impartial observer has a question, why does the husband of Srbuhi Galyan, Deputy Prosecutor General of the Republic of Armenia coordinating the field of functions aimed at confiscation of property of illicit origin, give such a large loan to a person related to a former official?
The fact how Mkryan bought two apartments for 117 and 204 million AMD in December 2019 is also worthy of study, if his income was relatively low that year.
