Atom Janjughazyan has 10 Deposits in Banks: he is a Shareholder of “Karbi Jrhos” HPP, and his Wife is a Shareholder of Armenian Bank

Atom Janjughazyan has been working in the state system since 1991, about 32 years. In 1999-2016, he held the position of Deputy Chief Treasurer of the Minister of Finance, in 2016-2018, the position of First Deputy Minister. In 2018-2021, Atom Janjughazyan served as the Minister of Finance, and on 2 March, 2022, he was elected to the position of the President of the Audit Chamber of the Republic of Armenia.

Iravaban.net presents to your attention information on the property and income of Atom Janjughazyan and his family, according to the declarations submitted to the Corruption Prevention Commission.

In 2011, Atom Janjughazyan declared 5,700,000 AMD, 12,000 USD, and 11,000 EUR. His income was 18,601,250 AMD, of which 10 million AMD was obtained from the alienation of property. He also mentioned about the available securities/shares.

In 2012, his funds amounted to 13,600,000 AMD, 11,000 USD. The income was 8,664,560 AMD from the salary received.

In 2013, funds increased to 14,500,000 AMD, 15,000 USD, and revenues to 9,289,128 AMD.

In 2014, Atom Janjughazyan sold a Mitsubishi Pajero 3.0L car for 6 million AMD and bought a Mitsubishi Outlander 2.9L car for 8,715,000 AMD. His funds amounted to 1,500,000 AMD and 40,000 USD. The income was 8,031,979 AMD from the salary received.

In 2015, he received a donation of an apartment worth 12,744,810 AMD. Janjughazyan’s funds amounted to 38,000 USD and 800,000 AMD. The income was 8,379,217 AMD, which was received from the salary.

In 2016,  when he assumed the position of the First Deputy Minister of Finance, he declared: an apartment, a building, a Mitsubishi Outlander 2.9L car, 3,500,000 AMD, $33,000, a share worth 10,000 AMD and income from salary – 8,208,492 AMD.

According to the annual declaration of 2016, his funds amounted to 5,000,000 AMD, 33,000 USD, and his income was 12,286,736 AMD.

In 2017,  Atom Janjughazyan’s savings amounted to 7,400,000 AMD and 37,000 USD. His income was 15,211,867 AMD from his salary.

In 2018, when he already held the position of Minister of Finance, he declared 8,400,000 AMD, 24,500 USD, and 12,800 EUR. His income was 19,002,159 AMD from salary and dividend.

It is clear from the 2019 annual declaration that the building they jointly own is located in Yerevan, Ajapnyak administrative district, which was bought in 2008, and the apartment, which was donated in 2015, is in Tsakhkadzor, Kotayk marz.

His funds amounted to 10,350,000 AMD, 25,000 USD, and 10,000 EUR. His income was 15,196,350 AMD from his salary and 2,260,000 AMD from the dividend he received at “Karbi Jrhos” HPP.

In the 2020 declaration, it was mentioned that the house in Ajapnyak administrative district, which was a joint property, is a sole property.

Atom Janjughazyan deposited 5,000,000 AMD in the bank. His funds in the bank account amounted to 2,265,842 AMD, and in cash – 5,200,000 AMD, 25,000 USD, and 10,000 EUR. The income was 17,201,935 AMD from the salary received and 2,900,000 AMD from the dividend received at the “Karbi Jrhos” HPP.

In 2021, while terminating the position of the Minister of Finance, Atom Janjughazyan declared:

  • Individual residential house – in Yerevan, Ajapnyak administrative district, sole ownership, bought in 2008,
  • Apartment – in Tsakhkadzor, Kotayk region, sole ownership, donation received in 2015,
  • Mitsubishi Outlander 2.9L car – 2011 production, purchased in 2014,
  • 5,500,000 AMD, bank deposit,
  • 4,725,023 AMD in bank accounts,
  • 5,500,000 AMD in cash,
  • $25,000 in cash,
  • 15,000 EUR in cash,
  • 12,719,529 AMD income from salary received,
  • 2,000,000 AMD of income received from the dividend in the Karbi Hydroelectric Power Station,
  • 438,944 AMD of income from the interest received on the given loans.

It is also noted that the dividend in “Karbi Jrhos” HPP was handed over to trust management since 18 January 2018.

In 2022, while assuming the position of the Chairman of the RA Audit Chamber, Atom Janjughazyan declared:

  • Individual residential house – in Yerevan, Ajapnyak administrative district, sole ownership, bought in 2008,
  • Apartment – in Tsakhkadzor, Kotayk region, sole ownership, donation received in 2015,
  • Mitsubishi Outlander 2.9L car – 2011 production, purchased in 2014,
  • 2,240,523 AMD in the bank account,
  • 5,000,000 AMD in cash,
  • $20,000 in cash,
  • 15,000 EUR in cash,
  • 245,143 AMD income as of the date of assuming the position, which was received from the interest received on deposits in 3 different banks,
  • The dividend (10%) in “Karbi Jrhos” HPP, which was entrusted to trust management.

Atom Janjughazyan made 10 deposits in banks in 2022 with the specified amounts.


Iravaban.net also studied the shareholders of “Karbi Jrhos” HPP LLC, among whom is Atom Janjughazyan’s relative, Ashot Janjughazyan. According to the information received from the Agency of State Register of Legal Entities of the Ministry of Justice, the company was registered on 6 June, 2009. The first shareholders were Ashot, Christina, Manuela Janjughazyan and Amalya Hovhannisyan. Currently the HPP has 3 shareholders: Ashot Janjughazyan, Arteom Rostomyan, and Atom Janjughazyan.


Atom Janjughazyan’s wife, Hasmik Martirosyan, declared:

In 2011 – 300,000 AMD and a donation of 216,000 AMD,

In 2012 – AMD 300,000 and AMD 228,857 income from salary,

In 2013 – 1,000,000 AMD, 1,000 USD and 2,342,861 AMD income from salary,

In 2014 – AMD 1,500,000 and AMD 3,020,621 income from salary,

In 2015 – 700,000 AMD and 3,181,451 AMD income from salary,

In 2016 – share worth 995,600 AMD, 1,400,000 AMD and 3,302,297 AMD income from salary,

In 2017 – share worth 900,000 AMD, 1,700,000 AMD and 4,355,748 AMD income from salary and loan,

In 2018 – the amount of the loan taken: at the end of the tax year: 280,000 AMD, 2,700,000 AMD, 3,776,409 AMD income from salary and 15,500 AMD from dividend received,

In 2019 – share worth 925,000 AMD, shareholding in the amount of 0.003995 percent (the other party to the transaction was “Armeconombank” OJSC),   3,150,000 AMD in cash, 3,953,122 AMD in income from wages and 10,402 AMD in dividends.

In 2020 – share: 925,000 AMD, 3 deposits: 3,000,000 AMD, 2,000,000 AMD and 1,000 EUR, 2,000,000 AMD in cash, 3,953,122 AMD income from salary and 15,500 AMD from dividends.

In 2021 (Husband’s office termination / 03.08.2021) – share: 900,000 AMD, 2,000,000 AMD: deposit, 3,300,000 AMD: deposit, 1,000 EUR: deposit, 590,287 AMD: bank account, 600 USD: bank account , 2,000,000 AMD in cash, 2,482,667 AMD in income from salary and interest received for loans,

In 2022 – (husband: upon taking office / 02.03.2022) – share: 900,000 AMD, 4,000,000 AMD: deposit, 3,300,000 AMD: deposit, 1,000 EUR: deposit, 271,244 AMD: bank account, 597 USD: bank account, 1,000 EUR and 1,000 USD in cash, 695,591 AMD income from salary.


Atom Janjughazyan’s daughter Lilit Janjughazyan declared:

In 2018 – 1,315,005 AMD income from salary,

In 2019 – Hyundai Sonata 2.4 model car: 2014 production, which was purchased for 5,580,000 AMD, 78,000 AMD in the bank account, 3,641,328 AMD income from the salary and another 3,000,000 AMD, which was donated by Atom Janjughazyan,

In 2020 – 479,082 AMD in bank account, 4,020,918 AMD in cash, 4,829,150 AMD income from salary.


The sons of Atom Janjughazyan, Arman and Davit, did not submit declarations.
