Judge Mnatsakan Martirosyan’s Property and Income

The Supreme Judicial Council announced on 20 January that Mnatsakan Martirosyan was appointed Acting President of the Court of General Jurisdiction of Yerevan.

On 21 December, 2022, the SJC reported that Judge Mnatsakan Martirosyan was elected as judge conducting the investigation of corruption crimes. After some days, on 30 December, it became clear that Martirosyan’s name was removed from the list of candidates for the Anti-Corruption Court and he will continue to serve as a judge of the First Instance Court of General Jurisdiction of Yerevan and will not be transferred to the Anti-Corruption Court.

It should be noted that Martirosyan has been a judge since 1999.

In 2011, when he held the position of judge of the court of general jurisdiction of the Kentron and Nork-Marash administrative districts of Yerevan city, he declared his annual income of 4,000,000 AMD, 17,000 USD, 3,950 EUR and 7,029,696 AMD from his salary.

In 2012, his funds remained the same; his income was 7,398,533 AMD from the salary.

In 2013, the picture is the same again, and the income was 7,667,000 AMD.

In 2016, Mnatsakan Martirosyan declared 8,000,000 AMD, 17,000 USD, 5,000 EUR, and his income was 10,278,912 AMD.

In 2017, his funds increased: 10,000,000 AMD, 17,000 USD, 5,000 EUR, and income from salary was 10,263,802 AMD.

In 2018, the funds remained unchanged, and the income was 10,300,751 AMD.

In 2019, the judge bought an apartment and a parking lot in the Arabkir administrative district with shared ownership. Purchases were made from “Mikshin” LLC. The price of the apartment was AMD 8,391,825, and the parking lot was AMD 487,500.

Despite the purchase of an apartment and a parking lot, there were no changes in his funds and Martirosyan declared:

  • 586,661 AMD and 267 EUR in bank accounts,
  • 10,000,000 AMD in cash,
  • 17,000 USD in cash
  • 5,000 EUR in cash.

The incomes were:

  • 13,876,062 AMD – salary from Yerevan Court of First Instance,
  • 580,248 AMD – other income from “Akba-Credit Agricole Bank” CJSC,
  • AMD 60,000 – other income from the First Instance Court of General Jurisdiction of Yerevan,
  • 2,738,973 AMD – other income received from the Republic of Armenia.

In 2020, Mnatsakan Martirosyan’s cash funds remained the same; he declared 2,173,878 AMD and 267 EUR in his bank account. The incomes were:

In 2021, he also declared real estate that he actually owned for more than 90 days during the given year: an apartment and a parking lot in the Kentron Administrative District of Yerevan. The owner is his daughter Tamarik Martirosyan.
